Well this is a bit of a tough one for sure, I can't just pinpoint one person. But I can certainly make a list of guys who I think should have held it.
Ted Dibiase
Ted Dibiase was the man back in the day, he came close to winning the tournement at Wrestlemania only to fall short to Randy Savage. He almost won the 1989 Royal Rumble but lost to Big John Studd. Dibiase was a great wrestler and was way over as a heel. He is someone I think deserved the belt for sure.
Mr. Perfect Curt Hennig
All I can say is watch the man in the ring, his in ring skills were way before his time in my opinion. He was way popular with the crowd whether a heel or face, he was involved in multiple major feuds where he faired well. I really think that WWF/E missed the ball by not giving him the big prize.
"Ravishing" Rick Rude
Yet another phenomenal superstar to never hold the main title in WWF/E, just like the two above his in ring skills were unquestionable. He actually was able to carry Ultimate Warrior to not one but two good matches, which is more than can be said for basically anyone. He has a great persona and could have easily worked well as champion.
Jake "The Snake" Roberts
Sure Jake Roberts wasn't the most sound technician in the ring, but what he lacks in skills he made up for in ring presence. This guy was one of the best at cutting promo's and his in ring psychology was unmatched. If he didn't slip down so hard, I honestly believe he would have been a WWF/E Heavyweight Champion.
Ricky "The Dragon" Steamboat
Ricky Steamboat was another guy who consistently delivered while in the ring, he has had amazing matches and feuds throughout his career including matches and feuds with Randy Savage and Ric Flair to name a few. He should have been up there holding the WWF/E title at least once during the whole Hulk Hogan era.
Owen Hart
To be honest in my opinion I believe he was a better technician and all around wrestler than his brother Bret. Sadly he was never seen as such, if it wasn't for his tragic death I bet he would have gone on to eventually win the big one in WWF/E.
British Bulldog
Here is another member of the Hart family that I believe deserved more, Bulldog was a great in ring competitor and gave his all to the business. Just look at his match against Bret Hart at Summerslam '92 and tell me that he isn't Heavyweight Champion material. Even if he hadn't of died I doubt WWE would have ever given him the big belt, but I honestly believe he deserved it.
Ken Shamrock
I may get some flack for this choice, but if WWF/E had done it properly he could have fully been World Champion. During the attitude era the WWF/E did such a great job in building Ken Shamrock as a serious threat to anyone in the locker room, he put on a lot of quality matches and was involved in some major feuds. I honestly wish that he would have defeated Shawn Michaels for the title at In Your House.

All great choices, but for me the top two were already mentioned above. Ricky 'The Dragon' Steamboat and Owen Hart. These two were really incredible, I've watched past matches of both of them and really wish we had peeps as good as them now.
Even watching Ricky wrestle earlier this year made me wonder why he had ever retired in the first place, the dude's incredible. As for Owen, all around sound technical wrestler. They could have easily made him into a world champion, RIP.
I think everyone strongly believes that Ricky "The Dragon" Steamboat was beyond deserving, to win the WWF/WWE title. He had a lot of great matches, and a lot of great feuds, and he also had the fanbase.
Mr.Perfect is another one that should have been WWF/WWE Champion but, don't forget Mr. Perfect had a back problem so maybe WWE thought it would be bad to cause Mr. Perfect an injury because, he was a valuable asset to WWF/WWE at the time, at least IMO.
Piper, I think he deserved to be a world champion. he had the mic skills, wrestling skills, he had it all but, never had a chance to win the big one. He also have some really great matches, and really great promos.
I believe with all your should have been WWF/WWE Champion. They really should have it would have been nice to at least see somebody from that list become a world champion. Sad it never happened
While Steamboat and Perfect are two of my 5 favorite wrestlers ever, I disagree. Steamboat wasn't a WWE type Wrestler and wouldn't have successed with the Belt. Perfect was gaining that momentum when he got hurt. For me this answer is easy. It's DiBiase hands down. He was the most over heel there was in the entire Hulkamania period except for Piper who admitted he didn't wan't the belt.

but if we are talking about now I would have to say John Morrison he has it all. speed, strength & fans. plus the Mr. Ziggles thing was hilarious. also I think MISTEEEEEEEEEEER KENNEDYYYYYYYYYYY.......KENNEDYYYYYYYY. need I say more
There was a wresler that was the second biggest draw in the WWE (WWF) in the 80's behind Hogan. He was never given the big one. They later said it was because they didnt want him to go heel and they didnt want the biggest faces squaring off. Tito Santana. For those who don't quite remember him as being a big star, go back and check it yourselves. He would headline shows, back when the Intercontinental Title meant something. The WWE kind of ruined his legacy with his last gimmick they threw at him to try and extend his career.
out of the superstars on the WWE roster today that haven't won a major world title yet, i would have to say the best wrestler to not win a major title is John Morrison. He has won the ECW title, but I don't consider it to be a World title.
Chris Benoit, trained at the Hart Dungeon in Calgary, Alberta, Canada. Chris Benoit won the World Heavyweight Championship at WrestleMania 20 in a triple threat against Triple H and Shawn Michaels. Chris Benoit has never held the WWE or WWF Titles. The winner of the Royal Rumble in 2004 entering in at no1 and a Triple Crown Winner. Chris Benoit was a superb technical mat wrestler, in the upper bracket when top wrestlers are considered. Chris Benoit appeared in ECW, WCW, WWE and Japan and had countless great matches with many stars. PWI Wrestler of the Year 04, Feud of the Year 04 and Match of the Year 04.
"Mr Wonderful" Paul Orndorff
Another mat technician in Paul Orndorff, a WWE Hall of Famer inducted in 2005 on the same night that Rowdy Roddy Piper and Hulk Hogan were inducted. Gave Hulk Hogan one of the best feuds of the 80s, winning the PWI Feud of the Year 1986. They wrestled at the Big Event in August 1986, match on the Hulk Hogan Anthology DVD. Paul Orndorff was in the very first main event at WrestleMania, teaming with Roddy Piper vs Hulk Hogan and Mr.T. Never held a title in the WWE, however a WCW TV and Tag Team Champion.
Rick Rude was a WCW World Heavyweight Champion, Harley Race, Dusty Rhodes and Ricky Steamboat all held the NWA World Heavyweight Championship. They have never held a WWE Championship, but have all won Titles in World Championship recognition. Rey Mysterio and CM Punk, have both held the World Championship, neither have won the WWE Title, seperating them from the previous names is that they still have the opportunity.
My reply may be short and I may get warned again, but I think the most under rated wrestler of all times is Hot Rod, Roddy Piper. I followed his career from the start, and met and tossed back beers with Roddy several times, and I consider him to be one of the greatest wrestlers of all times. He's a really great man and was always one of the last to leave the building making sure all the autographs were signed. Whenever he was in Erie we always got together after the show. Another guy that was under rated was Captain Louis Albano. We also spent time together at the Liberty Bar & Grill. When you ate potato chips with Lou, you ate potato chips, as did the table and the floor and ......
My first choice was going to be Mr. Perfect since he was one of those great technical masters that could put on an awesome match against anybody at anytime. And then even his return to WWE back in the 2002 Royal Rumble just showed how awesome he still was. The man could work the ring unlike anyother.
2. Scott Hall/Razor Ramon. The guy was oozing charisma. He could sweat charisma. He had more talent in his pinky finger than half the current roster in either WWE or TNA. The guy had it all. He had the mic skills, the strength, the look, the talent. His demons got the best of him which suck. Cause he was also one of the few that could play both a heel and a face well. He was one of those few rare total packages
3. I saw him listed in another post and I was considering listing him but not sure. But Raven. in ECW he was the man because he was given the mix and given freedom to be him. In WCW he was allowed to be himself on a much larger scale and that really opened the eyes of people. Showed that the man was amazingly gifted on the mix and could carry his own inside the ring. He just didn't have the look but... he could have been a great champion. But when WWE brought him over... they turned him into a joke. Shoot while I'm on Raven... I'll just include Taz here cause when Taz first arrived in WWE and choked out Angle... he was on top of the world and they just squandered him. They had a gem in Taz and they pussified him and he eventually became just another former ECW guy.
4. Pillman. The Loose Cannon gimmick was years ahead of it's time which is sad but even the current incarnations of that character being implemented aren't as good as Pillman's. The best they have now is Orton and he's getting better at it. But Pillman could do it all and yet... never was able to make it.

I think that the most underrated superstar never to win the big one would have to be A-Train that guy was a monster the only bad thing is he also looked like A-Gorilla still had WWE used him to his full potential he could have been world champ numerous times.
Started his career in WCW in 93 as part of the Harlem Heat tag team with his real life brother Stevie Ray, winning the WCW Tag Titles 10 times. In 98 Booker T made the leap into singles competition, becoming a 6 time TV Champion. At Bash at the Beach 00 as a replacement for Hulk Hogan, Booker T defeated Jeff Jarrett to win the World Title and would go on to hold it a further 5 times, making him a 6 time World Champion. Booker T ended up in the WWE due to the Invasion, and then won the World Heavyweight Championship from Rey Mysterio at the Bash 06 and he is also the 06 King of the Ring. Booker T is one of the most decorated Champions ever.
Sting
The Man, The Myth, The Legend, The "icon" STING. Started his career in a tag team with the Ultimate Warrior. Sting gained notoriety through his 45 min draw with Ric Flair at the 1st Clash of the Champions, match on the Ric Flair: Definitive Collection DVD. 10 time World Champion (2 NWA, 6 WCW, 2 TNA). Charisma, Flamboyancy, energy, all words used to describe the Stinger. The Franchise of WCW, before 96 Sting had the surfer gimmick and when the NWO formed Sting donned the crow gimmick, and feuded a year with the NWO culminating at Starrcade 97 vs Hollywood Hogan, a reason for nitro`s high ratings in that period. Never graced the WWE with his presence, after being lured many times. Even as a huge Sting fan, in an unbiased opinion the best wrestler to never win the title. The word "the title" is appropriate as the pinnacle of sports entertainment, the WWE Title remains and always has been the benchmark.
